Looking at the whole picture
Florida Reserve Study and Appraisal, Inc. prepared the report following an on-site inspection on August 27. The study identifies reserve components, estimates their remaining useful lives and presents projected costs and funding options.
The components reviewed include playground equipment, the gazebo, park furniture, entrance signs, perimeter-wall work, the pond fountain and pond-bank work. Each has its own maintenance and replacement needs.
Bringing them together in one report helps the Board see how future projects may overlap. It also provides a consistent reference for asking questions about priorities, timing and cost.
Understanding the estimates
A reserve study looks ahead using the information available when it is prepared. Its estimates depend on current conditions, routine maintenance, future prices and the scope of work eventually required.
Some recommendations require specialized assessment and contractor pricing before a final scope and cost can be established. Reviewing those assumptions is an important part of using the report responsibly.
The review underway
Ryan Kearns, president of Carrollton Lakes HOA, and property manager David Latrella were assigned to examine the asset-life estimates and funding recommendations, as recorded in the September board meeting minutes.
Management is preparing the 2027 budget using updated vendor pricing and the reserve study. Together, these sources will inform the Board’s review of maintenance needs, priorities and funding decisions.
The budget meeting is currently scheduled for November 19, 2026, at 8:00 PM. Homeowners should look for the separate meeting notice and supporting materials.
